Capital City Bank does not cash tax refund checks for non-clients. U.S. Treasury and Tax Preparer refund checks are not on the approved check cashing list for non-clients.
- Do not process cash advances on tax refund pre-paid debit cards without Visa, MasterCard, or Discover logos.
- Do not call any number on the back/front of the cardholder's card at any time for any reason.
- Do not speak to or call any number the cardholder requests. Never use a cell phone handed to you by the client with the verifying company on the line. If you have any questions/issues about processing a transaction, contact the Merchant Services phone number located on the terminal.
- If a search in SilverLake shows the payee as a former client with a charged-off account, collect the charged-off balance before issuing a money order or adding the payee to an account.
U.S. Treasury Check Verification
Verify tax refund checks by using the Treasury Check Information System (TCIS) Check Verification website.
- Click Check Verification located on the left side of the page.
- In the Your Routing Transit Number of Your Institution field, enter 063100688.
- Enter the whole check number located in the upper right hand corner of the check.
- Enter the amount of the check.
- If the check number and the amount match, a message appears at the top of the screen stating Check number 1234+12345678 was issued for the amount entered.
- If the amount and/or check number do not match the message at the top of the screen will be in RED.
- If the message states that the check number and/or amount does not match, contact TR&FP and refer questions from the client to the issuing agent.
Tax Refund Pre-Paid Debit Cards
Cash Advance fee(s) cannot be charged.
Pre-paid debit card withdrawals can be completed at ATMs.
ACH Tax Refunds / Holds
A client receiving an ACH tax refund in someone else's name may have a hold on his/her account. We reserve the right to return the payment if fraud is suspected. In order to remove the hold and release the funds, follow these procedures:
- Contact Transactional Risk & Fraud Protection. Only they can remove the hold.
- Add payee name listed on the payment as a signer on the account.
- Follow all proper Identification procedures.
- Issue a money order to the payee name listed on the ACH deposit.
- The ACH deposit must be hard posted to the account. Do not cash memo post transactions.
- Memo post a debit to the account for the amount of the MO.
- Assess a non-client MO fee of $10.
Scanning Procedures
- Scan a copy of the money order with the deposit services daily work.
- Write the client's account number in the top right hand corner of the money order copy.
- Put a bar code in the upper left hand corner of the money order copy.
- Place any additional supporting documents behind the money order without bar codes.
- The copy of the money order is the ONLY item that requires a bar code for ACH Tax Refunds.
U.S. Treasury Check Security Features
If the check has conflicting features, do not cash or accept the check for deposit. Refer the payee to the issuing agent for further information.
