Federal law requires financial institutions to report currency transactions over $10,000. Capital City Bank files a Currency Transaction Report (CTR) in a timely manner whenever a non-exempt cash transaction is conducted by or for a client in an amount exceeding $10,000. Transactions include deposits, withdrawals, or exchanges.
In order to meet Capital City Bank BSA/Compliance reporting requirements, associates are required to obtain Benefactor/Transactor personal and identification information for certain types of cash transactions equal to or greater than $3,000. Click here for more information.
Responsibility
Associates are responsible for completing a CTR when any individual monetary transaction exceeding $10,000 is conducted. The processing associate must collect and record all information required by the federal government. If the client conducting the transaction refuses to provide the information required, the associate is required to refuse the transaction. An intentional failure to follow procedures regarding the completion of a CTR will result in disciplinary action, up to and including removal, in addition to any civil and criminal penalties outlined by the law.

Aggregation
Aggregation is when individual transactions below $10,000 are added together to make reportable transactions. Multiple transactions must be treated as a single transaction if the financial institution has knowledge of the following:- Transactions are by or on behalf of the same person
- Transactions result in either currency received or currency disbursed by the financial institution totaling more than $10,000 during any one business day
Separation of Transactions
When determining if a CTR is necessary, separate currency-in from currency-out transactions. Do not subtract or net withdrawals from deposits to determine the total amount of the cash transaction.
Example:
If a client deposits $12,000 in cash into a savings account and withdraws $5,000 in cash from a checking account, the $12,000 cash-in portion of the transaction is reportable
Acceptable Identification
All individuals conducting a reportable transaction for themselves or for another person must be identified with an official document. Acceptable primary identification must be valid and include the individual's name, address, and photograph.

CTR Exemptions
The CTR Exemption List is loaded into the system used for aggregation. Certain clients (for example: all governmental entities, all companies traded on stock exchanges, and all other financial institutions) are automatically exempt from CTR requirements.
Additional clients may be added to the CTR exemption list if they meet certain criteria. If you have a client you feel needs to be added to the list, speak with your manager who will contact the BSA Officer. The BSA Officer will determine if the company or individual should indeed be considered for exemption. Companies added to the exemption list will have activity tracked for a period of time.
Manual CTR Form
If you are not prompted to complete a CTR form within a transaction or if additional information is requested by BSA/Compliance, complete the Manual CTR form.
