Crime Stoppers and Crime Solvers Procedures

Overview

Capital City Bank (CCB) services the checking accounts for both Big Bend Crime Solvers and Hernando County Crime Stoppers, Inc. When an individual gives law enforcement qualified information (a tip) that leads to the apprehension of a suspect, the individual receives a reward. The individual is anonymous and is only referred to by a caller code in the Big Bend area or a TIP ID in Hernando County.

Offices that service the Crime Stoppers/Solvers accounts need to understand these procedures in order to process the checks and keep the individual's identity anonymous. The information regarding the location of current offices used for this process is maintained by the Chief Information Security Officer. The offices currently used for the Crime Stoppers program are listed below.

  • Hernando County: Brooksville 7153 Broad Street, Brooksville, FL
  • Big Bend Crime Stoppers (BBCS): 2111 N. Monroe Street, Tallahassee, FL
    • BBCS serves Leon, Jefferson, Wakulla, Taylor, Liberty, Franklin, and Gadsden counties. 


Note: The Chief Information Security Officer coordinates with Crime Stoppers/Solvers if there are any rewards that need to be to picked up outside of their pre-established locations (the Brooksville office or the North Monroe office).

Receiving the Checks

A Crime Solver/Stopper representative delivers the check or checks to the specified Capital City Bank office. The checks are delivered in sealed envelopes, stamped CONFIDENTIAL. There should be a cover/transmittal letter included containing a list of the checks delivered. Each check should be in its own sealed envelope and contain the following information on the outside:

  • TIP ID (Caller code for BBCS)
  • Access code
  • Check number
  • Check amount


When the checks are received, associates must do the following:

  1. Two associates must compare the codes on the individual envelopes with the codes on the cover/transmittal letters and initial the cover letter.
  2. Both the checks and cover/transmittal letter are placed in a secure area the requires dual control entry. (For example: The vault)
  3. The checks must not be opened until a tipster provides the required code information.

Tip Payout

Crime Stoppers/Solvers instructs the anonymous tipster to approach the office where the check is located using the drive thru lane furthest from the window, usually lane 4. This process is designed to protect the identity of the individual providing the information. The check must be cashed, and the cash given to the tipster. Do not give the check to the tipster to take and cash or deposit elsewhere.

When a tipster arrives at the bank, do the following:

  1. Decision Tree
    Ask the individual to provide the required code(s). Never ask for identification!

  2. Decision Tree
    Are the codes provided correct?
    • Yes
    • No
    • Add Button
    You can continue with the payout process, proceed to Step 3
    STOP! Payment cannot be made.

    Advise the the individual to access their P3 TIP account for the correct codes. Immediately notify the Chief Information Security Officer that someone attempted to pick up a check with an incorrect code.
    Inform the tipster they do not have the correct code. Ask them to call the tip-line or check their P3 Tip app to verify their code and reschedule a pick up. Immediately notify the Chief Information Security Officer that someone attempted to pick up the check with an incorrect code.


  3. Two associates must verify that the confidential stamp is intact on the envelope, verify the codes are correct, and initial the Crime Stoppers/Solvers Record Log.
  4. Write the code on the back of the check.
    • No endorsement is needed from the tipster
  5. Cash the check, place the funds in a bank envelope, and give it to the tipster. The check should not be given to the tipster for review or endorsement. 
  6. For Hernando County Crime Stoppers checks, the bank associate must note the date the check was cashed and released on the envelope in which it was delivered. 
    • The envelopes from them, are returned to Hernando County Crime Stoppers.

If the bank receives calls or inquiries about reward checks, refer the individual to the appropriate Crime Stoppers.
